Elias C. Quijano
Founder & Developer of BIMS
Elias C. Quijano is a Chemical Engineer and systems developer with over
three decades of experience in engineering, manufacturing, and software development.
He is a former Overseas Filipino Worker (OFW), built his career in the GRP/GRE composites industry, and holding leadership roles in four(4) GRP Manufacturing Companies in Saudi Arabia and Kuwait, where he established production plants, implemented QA/QC systems, and led large-scale industrial operations for more than three decades.
Throughout his industrial career, aside from his core duties, he designed and developed various engineering and enterprise software systems that were deployed and used in actual manufacturing operations. Among these systems were:
🔬 Strain-Corrosion Analyzer
An engineering application developed to analyze strain-corrosion testing data and generate regression models used to estimate the projected service life of industrial pipelines operating in corrosive environments.
📈 HDB Analyzer
A specialized system for Hydrostatic Design Basis (HDB) analysis, used to determine the long-term pressure performance and life expectancy of large-diameter pressure pipes ranging from DN300 to DN4000.
🏭 WataniERP
An Enterprise Resource Planning (ERP) system developed for GRP manufacturing operations, integrating: • Sales Management • Production Management • Inventory Control • Personnel Management • Deliveries and Logistics • Invoicing and Financial Tracking
🏭 AcwapipeERP
An advanced and expanded version of WataniERP, designed to support larger-scale manufacturing environments and more complex operational requirements.
🏭 AlmunifERP
An enterprise system upgrade focused on operational integration, workflow optimization, and management of large-scale industrial processes.
The experience gained from engineering, manufacturing, production management, inventory control, and enterprise software development became the foundation for the creation of BIMS—a locally hosted Barangay Information Management System designed to support transparency, accountability, organized governance, and digital transformation at the barangay level.
From industrial systems to public service innovation, the same principles remain unchanged: Accuracy, Accountability, Efficiency, and Continuous Improvement.
BIMS is continuously being developed using Java and Spring Boot, with the vision of
supporting thousands of barangays nationwide.
